HOBPAS: Know all about Haryana Online Building Plan Approval System

The Department of Town and Country Planning (DTCP), Haryana has started to approve building plans online in the year 2018. Before, that it was conducted through a manual system. To enhance the amount of time spent on these approvals which used to take around five days to build approval plans, the system all went online.

This online approval system(HOBPAS), the government of Haryana is kind of a state’s initiative for the citizens to approve the building plans for the construction and reconstruction certificate or the DPC certificate.

Steps To Register on Haryana Online Building Plan Approval System

  1. First, log on to the Haryana OBPAS portal and register as a user. If you have not registered yet or maybe if it is your first time, then you will need to begin with the registration process. HOBPAS portal can easily be used by both architects and individual applicants who submit their applications for building plan approvals.

  2. Also, note that if you are an HSIIDC allottee to DTP, DULB, HSIIDC, you should apply online for the building plan approval from here only.

  3. When you choose to Sign Up on the portal to register as a public user, it will further move to Pubic. And the user registration will appear on your screen.

  4. Now, it will ask you about your identity, then you have to fill up all the details relating to your name, date of birth, contact information, and security-related questions. Forms should be filled carefully to avoid any chances of mistakes or incorrect information as they have legality involved with them. Once it is done, click on the Save option and then proceed further to another option.

  5. As soon as you complete filling up the form, a pop-up will appear on your screen that your account has been created successfully. Now, you will be asked for more details to activate your account and move ahead. Further, the link will get activated and you will be asked for the following submission of the building plan application submission and other details as well.

  6. Now you can log in easily by entering the relevant details and you will be directed to the common home page of the respective website.

  7. If you are a technical person like an architect, a structural engineer, a PH engineer is also very important. There are two types of registration options, one is New Registration and another one is Already Registered ULB. If you are not registered then you will be directed to a certain kind of workflow. And as soon it gets approved, you can further download your license from the portal. However, in case if you are already registered, then simply fill in your license number and your application will be approved after verification. After that, you can easily download your license from the respective client portal.

  8. Read all the instructions and click on NEXT. When the next page opens enter all the details, for example, the department to which the technical person is to be registered and the type of technical person or applicant details which include name, address, mobile number, e-mail, qualification details, COA number, if the user is an architect and has his own work experience. All you need to do then is just save the details and proceed further.

Required Documents For the Registration :


  1. You will need four copies each of Form BR-I to obtain a permit and Form BR-II providing the specifications of the building that you want to construct.

  2. You will need a scrutiny fee of around Rs 10.

  3. Structural drawings.

  4. One might need a copy of the qualification if they are a certified, technical person.

  5. A certificate of conformity to building regulations and structural safety.

It is quite mandatory for the TCPD to give and refuse the sanction within 60 days of receiving the application.

If you are applying for any new building permit approval certificate, then a building permit can be submitted to a particular office and the option to upload a client’s utility file generated from the author application. The user must pay an application fee through the online payment or upload a challan before submitting the application. An application can be submitted can only be submitted after verifying the fee payment by the department users.

  1. Connect to HSIIDC(Haryana State Industrial & Infrastructure Development Corporation) on the common landing page.

  2. Proceed to add more details of the property.

  3. Next, try and choose the district and office from the drop-down menu.
